Deputy Chief Paulo is a law enforcement executive with over 30 years of experience, currently serving as Deputy Chief of Operations for York Regional Police (YRP).  He currently oversees the Community Safety Branch, responsible for front line policing, 911 Communications and Real Time Operations Centre. He previously held the portfolio of Deputy of Administration.

Deputy Chief Paulo holds a Bachelor of Arts in Criminology from the University of Toronto and is a graduate of the FBI National Academy. He has also completed executive programs at the University of Toronto’s Rotman School of Management and the University of Oxford’s Saïd Business School. His commitment to excellence in policing has been recognized with the Governor General’s Exemplary Service Medal and his appointment as a Member of the Order of Merit of the Police Forces in 2023.

Beyond his professional duties, Deputy Chief Paulo is actively involved in community service. He has served as the past president of the Richmond Hill Welcome Centre and chaired the Be-a-Hero Campaign supporting pediatric oncology at Southlake Regional Health Centre. His dedication to community-based policing underscores his commitment to fostering strong partnerships and ensuring the safety and well-being of York Region residents.
